WHEREAS, on the morning of December 7, 1941, the United States of America suffered a vicious and unprovoked attack at Pearl Harbor, triggering our entry into World War II; and
WHEREAS, America’s Pacific Fleet was nearly destroyed and more than 3,000 Americans were killed or wounded at Pearl Harbor on that infamous date; and
WHEREAS, the attack galvanized our Nation, including the State of Wisconsin, and Americans responded with strength and resolve, demonstrating the spirit and courage that carried the United States to victory in World War II; and
WHEREAS, the Congress, by Public Law 103-308, as amended, has designated December 7 of each year as “National Pearl Harbor Remembrance Day”; and
WHEREAS, the President has called on all federal agencies, interested organizations, groups, and individuals to fly the flag of the United States at half-staff on December 7, 2008, in honor of those Americans who died as a result of their service at Pearl Harbor; and
WHEREAS, it is fitting and proper that the people of the State of Wisconsin pay tribute to those brave individuals who made the supreme sacrifice as a result of their service at Pearl Harbor;
NOW, THEREFORE, I, JIM DOYLE, Governor of the State of Wisconsin, by the authority vested in me by Federal and State law, do hereby order that the flag of the United States and the flag of the State of Wisconsin shall be flown at half-staff at all buildings, grounds and military installations of the State of Wisconsin equipped with such flags beginning at sunrise on December 7, 2008, and ending at sunset on that date.
