Governor Doyle Announces $3 Million in Recovery Funds to Clean Contaminated Sites in Milwaukee
Funding Expected to Create 33 Jobs, Protect Public Health



MILWAUKEE – Governor Jim Doyle announced today more than $3 million in American Recovery and Reinvestment Act funding for clean up efforts at sites in the Milwaukee area contaminated by leaking underground storage tanks. The funding is estimated to create 33 local jobs for hardworking families in excavation, demolition, science, and engineering.

“These funds provided by the Recovery and Reinvestment Act will allow clean up to proceed on sites contaminated by hazardous substances, creating local jobs and protecting public health,” Governor Doyle said. “Not only will clean up efforts create local jobs, but revitalizing the contaminated sites will provide potential new locations for businesses to operate.”

Governor Doyle made the announcement near the former Esser Paint property, which the city of Milwaukee is receiving $864,845 in recovery funding to cleanup and redevelop. With the ARRA funding the City of Milwaukee will cleanup petroleum contaminated soil and groundwater as well as remove remaining underground storage tanks. To aid in the efforts, Governor Doyle also announced that he is providing a $30,000 Brownfield Grant for demolition of the buildings and additional clean up that is needed for re-use of the site. The redeveloped site will be used for affordable residential housing. The project is estimated to create 9 jobs.

The City of Milwaukee is also receiving $1,108,392 in ARRA funding to clean up petroleum contamination at the Tower Automotive property where it is estimated between 50 and 70 underground storage tanks remain. Once it has been cleaned up the site will be home to a 58-acre business park, retail and commercial space as well as a residential area. The project is estimated to create 12 jobs.

Wisconsin is receiving the funds from the Leaking Underground Storage Tank Trust Fund Program, part of the U.S. EPA. The State of Wisconsin will use recovery funds for clean up when there is no known or viable responsible party or where environmental cleanup is necessary to make the site a viable location for future business growth.

The Governor thanked the Joint Finance Committee and the Milwaukee delegation including State Representative Tamara Grigsby and State Senator Lena Taylor for supporting an allocation for this important program.

A full list of City of Milwaukee Leaking Underground Storage Tank (LUST) Projects is below:

Esser Paint, Estimated Cost: $864,845
Redevelopment Plan:  Demolition to start in the next several months.  LUST Stimulus to be used in conjunction with other funding including: Brownfield's Site Assessment, Federal Funding and City Funding.
Planned Future Use: Mixed residential/commercial with urban gardens.  Habitat for Humanity planning multiple home constructions north of the property. 

Tower Automotive, Estimated Cost: $1,108,392
Redevelopment Plan: City to purchase the property in November.  Attempting to secure funding from other sources including: EPA Brownfield's Money, DNR Brownfield's Stimulus, DNR LUST Stimulus, Commerce Brownfield's, City TIF Funds, DNR Site Assessment Grant, WHEDA Tax Credits and others. 
Planned Future Use has been identified as: Business Park (58 acres), Retail/Commercial (17 acres) and Single and Multi-family residences (5 acres).

3500 W. Burleigh, Estimated Cost: $150,664
Redevelopment Plan: EPA funding largely spent.  Brownfield's Site Assessment Grant being used.  Development interest negatively affected by contamination.
Planned Future Use: Commercial/convenience store

411 W. North Ave, Estimated Cost: $108,073
Redevelopment Plan: City owns the property.  Brownfield's Site Assessment Grant being utilized.  Additional source control needed.
Planned Future Use: Commercial/restaurant (in the bronzeville cultural redevelopment corridor).

410 E. Center, Estimated Cost: $49,589
Redevelopment Plan: Have utilized EPA assessment funds.  Will have ownership in January.  Site needs source control work.
Planned Future Use: Commercial with potentially residential

603 E. Locust, Estimated Cost: $119,724
Redevelopment Plan: Will have ownership in January.  Site Assessment grant used for investigations.  Significant source control work needed.  Homes close.
Potential Future Use: Adjacent resident is interested in purchasing the property.

1232 Fond du Lac, Estimated Cost: $51,867
Redevelopment Plan: Site Assessment Grant used for investigation.  City owned.  High development potential.  Source removal needed. 
Potential Future Use: Commercial

1431 W. Becher, Estimated Cost: $93,457
Redevelopment Plan: City owned.  Source removal needed.  Residential development interest.
Potential Future Use: Residential

1100 W. Center, Estimated Cost: $42,068
Redevelopment Plan: City owns the property.  Two sources of contamination.  Separate Federal funding available for the dry cleaning contaminants.
Potential Future Use: Commercial

2204-12 Tuetonia, Estimated Cost: $38,042
Redevelopment Plan: City owns the property.  Site Assessment Grant used for investigation.  Source removal needed. 
Planned Future Use: Residential/Commercial mixed use. 

Tax Delinquent Petroleum Brownfield's (7 sites):
3100 W. Auer, Estimated Cost: $77,600
Redevelopment Plan: Have access, foreclosure process to begin in January.  Site investigation and source control necessary.  In the 30th street corridor.
Potential Future Use: Light industrial

4037 Fond du Lac, Estimated Cost: $89,850
Redevelopment Plan: Foreclosure process to begin in January.  Assessment work would be in fall.
Potential Future Use: Commercial

3381 N. 27th St., Estimated Cost: $113,069
Redevelopment Plan: Foreclosure process to begin in January.  Site investigation and source control necessary.  In the 30th street corridor.
Potential Future Use: Commercial or retail in conjunction with the Tower redevelopment

3472 N. Tuetonia, Estimated Cost: $114,049
Redevelopment Plan: Foreclosure process to begin in January.  City planning demolition of the building.  Source control needed. 
Potential Future Use: Residential or mixed use.  Would be combined with several other properties including 1811 W. Keefe.
